not sure if you're talking about just bending the notes slightly or
actually achieving a full chromatic scale on the diatonic-overblows and
overdraws-, but both are possible.

My suggestion is to check out Howard Levy's video "New Directions for
Harmonica". I think its on Homespun Video, and it addresses the issue
of achieving the chromatic scale on the diatonic(no retuning
neccessary). Yes, notes like the six overblow are very appealing -- it
is the same note as the three draw bent down one semi tone. Another
possible source is Steve Baker's Harp Handbook. I think it has a brief
overview of the overblow.

As far as bending the notes in the opposite direction, this too is
possible. I find that when i have a good vibrato going, say on six
blow, I'm bending almost up to the six overblow.

i hope these suggestions are helpful. I'm sure some other players
(Winslow?) can give even more insight into wht you're looking for.
