For a beginner either the S20 or the LO will bend more easily than a Pocket
Pal. I refer the LO.

But equally important is the key of the harp. To learn to draw bend holes
1-6 use a higher key like E or F. To learn to blow bend holes 8-10 use a
lower key like A or Bflat.

I'm an intermediate player and still have trouble controlling the draw bends
on the low harps and the blow bends on the high harps, but I've mad great
progress by practicing the blow bends on the low harps and the draw bends on
the high harps. I'm sure somebody on the list can explain why this is the
case; I just know it is from experience (and from "Bending the Blues").
