That's of course correct as a rule, but no rule without exception. In case of
splitted tongues the proportion changes to 10:2 or 5:1.

A splitted tongue means in German 'to speak hypocritically' and is just the
contrary
of tongue blocking. If this is an unknown English idiom, the Webster has a gap
here.
