Subject: 11th/12th position

Question: If I have a C harp and play in the key of F - What position is that?

I thought the positions for the major scales followed the circle of fifths. I
assumed that the playing in the key of F (Lydian mode) would be the 12th
position. Several people have told me that this is 11th position (with no
explaination).
