Mike Stevens confirmed this at his seminar at SPAH '98. Mike plays hard and faster than humanly possible, and has his harps last a long time (on the order of a year). His opinion is that when you learn to bend down just to the note, and not beyond it, you stress the reeds much less.

In other words, it is possible to bend a note flatter than the actual note you want--you can go too flat. If you play it flat, you're stressing the reed more than if you pull it down only to the proper note. If you only bend to the correct note, your reeds and harps will last much longer.

I've found this to be true as well. I used to break my harps fairly often, and now they seldom go flat.
