As Ken Hildebrand mentioned, this was one of the features that broke after the last harp-l breakdown. I've tried hard to find out how to fix it, but with no success. I've even looked in the source code for majordomo and can see no way that it could possibly ever have worked. So, I'm sort of stumped for now. If anybody else out there has experience with majordomo and has any hints, please let me know.
