Subject: bending the 3 hole?

I'm having trouble getting the three half step bends out of the 3 hole on
higher key harps. I can get all three on a lower key (A or Bb etc.), but I
seem to be only two bend down one or two, I guess I'm skipping one step in
there. Do they not bend the full 3 half steps on higher keys? Thanks for
any help,
