I agree about lips. But not about the tongue.

Fact is, you can bend with your tongue while tongue
blocking - if you do it right.

Bending is all about creating a resonant chamber of
the right size to change the pitch. if this means
making the mouth chamber smaller in size, the tongue
can do it one of two ways;

1) moving forward or back (easy to do while puckering)
but near impossible while tongue blocking

2) moving up and down while directing the airflow
through the space between the top surface of the
tongue and the roof of the mouth. This is quite easy
to control while tongue blocking, and allows for the
small chamber sizes required for high blow bending and
overdrawing.

Anyone who has trouble with high blow bends might
benefit from trying this method.
