I don't think he's using 2 tracks. I saw him live and I remember him doing it the same way. I would think there's either some tongue blocking vamping involved or he's very fast at moving from the bottom of the harp to the middle where the melody line while puckering. There's also the possibility of some slight delay effect that would give some "slap back" which makes the chord "vibrate" like that (I'm not sure I find the right words to describe this accurately but I think you get my point)
May be Carlos will jump in and tell us.
