There is a difference between playing harp in the car while driving, and
talking on a cell phone. On a cell phone you are engaged in a
conversation with someone who has no idea what the road conditions are.
If you were talking with a passesnger, they usually keep quiet when
things get hairy. That's why having a passenger in the car is not
necissarily a distraction, but a cell phone is.

When playing harp one has the opportunity to put the harp down when
things get busy or hectic. I don't see that that is any more dangerous
than playing the radio or talking with someone in the car. Sure, one hand
is off the wheel. That's the same as drinking coffee on the way to work.
